ACP > configuration > settings > Date and Time Formats > Time Format > change it to what ever you want
time zone ?
ACP > configuration > settings > Date and Time Formats > Default Timezone Offset

Those 2 settings don't work for admin panel. I have +1 summer time but still showing 2 hours backwards.
About plugin - it isn't connected with ACP as I see.

Server time is perhaps fixed to GMT time. I would also like to change my server time Indian standard time.
