As I said, when it's ready. It'll obviously be released before 1.8. Other than that we don't have a set release date.

Also, I have a second forum running on the same server using MyBB 1.6.8 and it doesn't have ANY issues whatsoever...

Well, that's extremely odd indeed. If they're both running on the same server under the same PHP version they should both be experiencing issues.

In the meantime before 1.6.9 can I make changes based on the dev site bug logs?

You could do so, yes.
