I am helping out on a board and I was looking at the thread to post ratio on the forums. It is pretty poor (about 5 posts to one thread) and so I took a deeper look at the forum category and found some old threads that have no replies.

I think that looks kind of sad, and I was unsure what to do with that.

Should I delete that thread (mark it down as a non-starter) or should I leave it there getting dusty with no replies or should I answer it myself with no real hope of it generating more posts?

What do the other forum admins do with these kind of "non-starter" threads?
I would just unapprove them so if they want to be accessed later or create a archive category
Yeah, a archive (or "Trash Can") sounds like the best option.
I'd move them to an Archive which is hidden to the general public. That way, they don't reflect a bad image on the forum itself. I don't usually delete threads until there is an accumulation of threads in the Archive section. That's when the pruning begins.
