If I'm correct would it mean that: Can view threads within forum?- mean that they can view everyone's threads in that section?

No, they can view threads in general. The "Can only view own threads?" will restrict it to only theirs. If you only check "Can only view own threads?" and not "Can view threads within forum?" they cannot view any threads.
