Admincp -> Configuration -> Settings -> User Registration and Profile Options -> Avatar Resizing Mode

Please check that is set to 'Automatically resize large avatars'

Vernier that option was already selected. I limited avatars to 200px by 200px maximum

You could download the pic manually resize the pic and then upload it as a avatar your self

Well, I don't see any real problem, since the user himself has uploaded a 160x200px avatar.
