How to remove posting time limit.
Regular members can't post more then one post in 60sec.... so they have to wait 60 sec before posting again...

ACP -> Configuration -> Posting -> Post Flood Checking and select NO (or if you want to reduce post flood time then under Post Flood Time change it from 60 to 0).

ACP > Configuration > Settings > Posting

There you will find the options.
