I recommend keeping a professional image and hiring staff when you NEED them. And, hopefully from your own community too. No need for people to moderate 2 posts..

Actually, there is 1 post.
Best to hire moderators as you need them. No need to moderate 1 post (which is the rules) yet. Best to get posting in those forums and getting your community started before hiring moderators.
I figured you'd all say that.
I'd love to get the community started. No amount of promotion ever works for me.
Moderators don't start a community. They moderate.
Maybe your promotions don't work because there is nothing on your site?
