It has a MOD called "Block System", not sure if thats what you want, and I don't think the MOD is updated to 1.2 yet, but at least you can have a look at it.

Where do I download this mod?

If the block is just static HTML, you can just copy one of the existing blocks and duplicate it where you want to put it in the portal and enter in your own text.
