No, it isn't. They use a HEAVILY modified phpnuke. I used to be staff on TTG and Sean even told me himself a couple weeks ago that TTG was based off of phpbb / phpnuke on his twitter. Read here, my username is 'ricktido' on the following site in the discussion, by the way:
