Ive just found a user ripping all of my premium made themes and selling them on under his own name.

What can I do?

Ask him nicely to remove them, and if he doesn't do a DMCA to his host.
As its not his forum he is posting the content onto should I still DMCA the forums host asking specifically what the issue is?
Ask the forum owner to take down your material and they will delete the posts and maybe even ban the member. No forum owner wants his forum to be jeopardized like that.

Ask him first then the owner of the site. If both don't listen to you then send the host a DMCA notice.
He said he will take it down, but I still have numerous forums using my themes without authorization. So I will try and contact them.

This is a stupid question but is there anything that can be done to prevent or reduce the chances of someone ripping a theme?

Not at all. If it's viewable via a web browser, it's available to the end user. Enforce the law and send relevant take down notices to the forum owner, then the hosting company.
