Can someone please tell me what this means, and what I should do about it?

It's an host issue. You should contact your web host.

It means there are too many connections to the MySQL server.

I think thats a host issue, too many people at once :/
NOT 100% sure though.

Just tell them you have a "max_user_connections" error, they'll know what to do.
