As far as I know there is no way to downgrade, and their shouldn't be. The only thing it would be used for is this. 1.6 is more secure, has more features (weren't you complaining about features?), and should be used. Why would you downgrade? lmao.
Downgrading to 1.4 is possible but we generally don't provide a script or proper details on how to do it because 1.4 has security issues and bugs etc.
There isn't a set way to do it either, you'd have to go through the upgrade code and basically do the reverse (dropping fields in the DB etc.). Plus there isn't any guarantee that the forum would work (or convert) properly either.

Jup, while i agree with this. On the otherside this member just wants to downgrade what if vbulletin wont upgrade their scripts for another 6-12 months. Is just simply to lazy to do so. And this member still would like to do the process. The least we could do is try to help, even if you personally hate his choise.
If its not possible fine, but treating him like that while he doesnt do anything wrong, just asks for support with a really normal question. You could have just answerd it with a no, or simply not replied to it at all.

It seems as if the list is either then outdated or the 1.4 converter works for 1.6 to.
Though its tier two which means:

Best other option is to simply ask on the vbulletin forums, but looks like it is possible without any problem.
