Well, for compressing images, you can use Yahoo's Smush It compressor.
As for the unnecessary CSS, I really think it should be looked into (by the devs), as I think there should be more than just global, UCP, and showthread. I think the team should divvy it up into index.css, showthread.css, usercp.css, admin.css, modcp.css, as well as Forumdisplay.css and calendar.css .
i can do the cleaning work and speed can be increased by using some codes such as the one i use ..it remove space and extra things in css automatically...beside this jumping in forum also has an effect so disabling it may help....
Well if you can do all what I said and can give me a price, please do really would like this done.. and if you have a forum so I can see some of your work it would make me feel better.

I could help you out with everything you said except I wont touch other people's css, thats just something the devs of them will need to do.
