You've to either use Group Promotions or hire someone to code a plugin.

The option is right above signatures, in the screenshot that you provided.
It says "Can upload avatars"

Edit:
Registered -> Edit group -> Users and permissions -> Can upload avatar.
Create new group and give promotion to members in registered group after certain posts, allow members in new group to upload avatars.
