Just an idea, a minor moderating ability for normal users:
Add users into your blacklist by making a poll in the thread containing the user's post and your post.
Everyone posted in the thread gets to participate voting against the user in the poll. If the motion passed, it will automatically add the user into their blacklist.
I think what it should do is, the blacklisted user cannot enter a thread the people who had him in their blacklist had posted in. To make this not get out of hand, maybe the blacklist effect should only work on certain section in a forum.
Avoid troll blacklisting: Unless over half the users voted in the poll, the vote will not count. If less than half the users voted in the poll, the user who proposed the poll cannot propose again for (hours).
A polled blacklist can be a weaken, but very functional banning ability you give to your users. It's a social filtering effect, the bad user would eventually run out of threads to join.
