For example:

My original UID 2 was deleted.
If that member gets deleted, is there any way to create a member under UID 2? Through PHPMyAdmin, then change the password to test with the thread Matt made, and then give the account to a member?
I have someone I want to have UID 2.

Test your phpMyAdmin method or use the Google SEO plugin so that its hows /user-username

You can make a new account, and before you do anything on it change the UID to 2 in your phpMyAdmin or similar database management software. That should work.
