Hello this is going to be kind of hard for me to explain but here goes.
Okay so I am making a zombie maps forum since I make them for cod5 and I know many others who do also, What I want to do is make it where certain members I make them a category in the forum and I want to make it where they can make their own sub categories for others to talk in and where they can delete post in their and such. I was wondering how hard this would be to do as it is the main feature I need for my forum, Thank you.
You could make it to where you have a new admin group that could only access the forum creation area in the ACP, but that would be rather... risky. Your best bet is to see if there is an existing plug-in (not that I'm aware of) or request a plugin.
will making there own sub forums might be a little bit hard without giving them access to the ACp but making them moderate some forums/sub forums is easy you can do it with
ACp>forums and posts>Forum Management>the forum you want to add the moderator to>options>moderators>scroll down (Add a user as Moderator>enter the username>click on add as a moderator
Man this sucks, What way would be easiest to go about to make it where they can just make new sub forum categories to one I assign or something like that...
You'd have to give them access to the ACP (you can customize their access so that they can only do things with the actual forums), but giving the general public access to any part of your ACP would be extremely dangerous.

As I said, you could request a plug-in, but that does not guarantee it will get created.

if you trust them you can give them access only to the 'forums and posts' tab in the ACP here is how to do it
1-make him a administrator
ACP>users and groups>users>options>edit profile & settings>profile>Primary User Group>choose administrator
2-limit his access
ACP>users and groups>Admin Permissions>'admin name'>options>edit permissions>choose no for everything except the forums and posts
you can do it without giving him ACP access but i guess you need to ask a developer to make you a plugin..
I am broke at the moment, and I used a social group plugin. Which is not what I am really looking for but guess will have to work till I get some money!
