To get rif of the ?'s you have to use the same encoding as before. It can be changed in the file inc/languages/yourlanguage.php.
As templates and themes get reverted during the upgrade you loose al custom themes. If the default theme isn't working make sure that the URL to your board in the settings is correct.
Because of the amount of changes most of the old plugins won't work anymore. Take a look at the mods site for mods running with 1.2.
