I have Plugins in Board Settings but "Plugins" in not showing any plugins. I cannot deactivate them from plugins.
just re-upload that part in the admin directory.

I could not find that part in admin.
Check inc/plugins if you have any plugins there, if you do then change the permissions to 644.
While investgating chmod I noticed I had a file I failed to remove. I removed it and it now works.
