Well i got a really good idea for a forum and ive asked alot and they said yeah try it so i found the guy who is selling the domain
should i start the forum now or wait for mybb 1.8 im not sure what to do as i dont want the site to loose everything straight after i made it...
You will be able to upgrade to 1.8 provided you don't make any crazy core edits/require complex and not-frequently-updated plugins.
Start now. 1.8 is expected in beta sometime around now, but it may be a few months before release. Start now, get everything setup, then simply upgrade to 1.8 when it is released.
And before anyone asks - MyBB 1.8 will: be released/be in beta/have a demo board provided/have a private beta/etc when it is ready.

It really makes no difference.
So it wont be hard to upgrade
It will be just as easy as upgrading from any other MyBB version
