When I try to change my signature or user name I get this-

Forbidden

You don't have permission to access /admin/index.php on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

Also I can sign in the the admin section but not the regular part of the forums. How do I fix this?

this mean an permission error.

I'm guessing you need to chmod your files.

I use cpanel

You'll have to use your hosting providers file manager ( or the equivalent )
Or you can use FTP. I know FileZilla can change permissions

chmod the file(s) to 777.
