Possible hooks are parse_message_start, parse_message, parse_message_end, text_parse_message.

There is no hook specifically to URL parsing, but depending on what you want to do you may be able to in one of those.

What you put these hooks could be the best to replace the contents of a url and integrate it with adf.ly eg? No asked as, if not which of these?
