and i wont to know how to installl plugins beacuse on my admin panel when i go to plugins it dont say upload plugin
if you can do it for me that would be great

You can't uploads plugins on free hosts such as icyboards for security reasons.

well what do i got to do make a whole new website

Either ask the administrator of the service to upload plugins for you or install MyBB on a web host.
