I think it's a cool idea, but it could add anywhere from 1 to 3 or 4 more instances of navigation and clicking, which isn't ideal.
Tabs will be like:
Editor - Options - Attachments - Moderation
So if you don't edit the options, don't add attachments and are not even going to moderate the post (stick-close the thread) you shouldn't even click any of those.
I like the idea of tabs. The Moderation options don't necessarily need to be in their own tab either - sticking them under Options seems appropriate.
