when you create a new user the default time setting doesnt take place how do i fix this?

defaults are on gmt +1 if i go create a user through the admin cp it will be an hour behind no screenshot needed
ok. Try to make user through normal registration process, not by admin cp and check dose it happen there too?
No if you register it doesnt....
Try enable day light savings:
Admincp -> Configuration -> Settings -> Date and Time Formats -> Day Light Savings Time -> Yes
When you create a user in the admin cp then the user is created using the default setting for your server (as far as I know - mine is set at GMT+1).
Its a two step process - create user, adjust time zone in edit user. If it is a user complaining tell em to stop being a lazy git and register like everybody else.
