Many months ago, this same problem happened to me, and I ended up re-installing my theme entirely, but I really can't do that now. I've been working on my site for ages. Please somebody help me. All I did was revert the Header_welcomeblock_guest the orginal, and now jQuery seems to be disabled, my smileys and shoutbox aren't clickable, the bar where the 'B' is at is also gone, and I made a thread about that a lot time ago, here it is:

Reinstall the same theme and copy/paste the correct template into your current one.

I also faced the same issue. This is having due to some problem with JavaScript or jQuery Conflict. Can you please post your headerinclude and Header_welcomeblock_guest codes here?

I did Tecca's solution, but before he posted it. I just thought of it. Just re-install the theme in another name and copy the template from there.
