I have appointed a co-admin in my website. He has the privilege to open admin panel and modify it.My co-admin is good at designing web pages But I want him to just access the templates and style section. I dont want him to access the plugins, tools and maintenance, etc...

Please teach me How to restrict co-admin to just access specific section..

Admincp -> Users & Groups -> Admin Permissions -> *Select your co-admin's name*

You can then change what they can access and what they can't from there.
