How do you set a notification to an administrator (by email for example) that a member has created a new thread.

A plugin will do it. Don't know of any that do this. Why not post a request or ask for a Mod to move this thread to the requests section?

Why not just subscribe to all boards using "Subscribe to this forum" then you will get an email for every new thread made. Though probably not a good idea if you have 1000s of new threads each day!
