Well I am having a forum at http://www.freekideals.com

Now I want to change domain to freekideals.com/forum but don't want to get penalized in Google and don't want to loose my traffic.

Actually it was a user driven forum but now people are not posting so I am thinking to have blog at front so that I can make money.
What do you mean by redirect? If you're going to make freekideals.com go to the blog then you can't redirect anyone to /forum otherwise your blog will never be seen.

If you're going to do something like /forum and /blog and want the freekideals.com traffic to go to forum (as it does right now) then a 301 redirect would be best as google notices this and doesn't penalize a change. 301 Redirect tutorial
