and i turn to my forum .... the forum is can not to open

Please make sure that the file inc/settings.php is writable (chmod).

You need to use your FTP client to CHMOD:
inc/settings.php to 666
inc/languages/*yourlanguage*/ to 777
all files inside inc/languages/*yourlanguage*/ to 666

Ok.. Keep in mind that I most likely use a different FTP client than you.
In the below picture, you have to right click on the file you want to chmod and select File Attributes or Properties..

In this picture, you enter the nurmeric value for the file.. In this case, for inc/setting.php, the value should be 666.

Again, it varies from client to client, but that should give you a general overview.
