You need to use your FTP program most likely. There should be a chmod option. All the language files must be chmod 666. Also the folder for language may have to be 777.
You will need to seek support for the FTP program you use in order to know how to do that. See if there is a help section in the program and search for chmod.

The MyBB wiki has an article on how to CHMOD. If you decide to use a FTP client to chmod your files (like labrocca suggested), then all you'll need to do is to navigate using the FTP client to the file/folder you want to chmod, right-click on the file/folder and select CHMOD or File Permissions from the context menu.
