Ok, so far I have 144 members in less than a week but half of the members are just spammers wanting backlinks. What do you think REALLY gets you good quality members? Please do not say posting content.
SEO is one I know but I have no experience with it.

Content. SEO does not get you members. Your forum could be perfectly optimized for Google, but you have to remember that members are real people. They're not going to join a forum without active discussions, content they're interested in. People don't join forums for upgrades, or for the design, at the end of the day content will make visitors want to join and participate.
The majority of large forums out there are using very basic themes. Lunatic Outpost for example has probably the blandest, most boring theme I've seen. But it has 4.2 million posts. People want to become part of the discussion there.
Content is key in many situations. This is an example of one of them.
