Can I make it so its my index rather than forums/portal.php? And is there a code which I can make a custom page from the code of the portal?

Change the url in ACP from /forum to /forum/portal.php/
All of the additions are done within the portal templates: ACP > templates > YOUR TEMPLATE SET > Portal > expand...
You'll have to play with it to get what you want it to be...
Click the mini-banner in my sig... It will at least give you some idea of how flexible it is and what you CAN do with it...

Didn't really work for me, to be honest. True, it did give me the portal page, but I lost all CSS stylings. You know what I mean: ugly blocks of text. =/
Anyway, you might want to read this thread in full if you want to learn more about setting your portal page as your index/home page. =^^=
