How do I make it so a post can only be reported once? If another user tries to report the same post, it will give them an error like "Error: Post has already been reported" or something.

I think you need a plugin to do this.

No by core, you need a plugin to do this.

You can request a plugin in the Plugins Requests forum, or ask for help in the Plugins Development forum if you choose to write your own plugin.

I've made this for you. I'll release it tomorrow as it's getting quite late & I need to write the documentation.
