I have seen so many posts
I am using a VPN Software for my devlopment webpage.

Cookie Path /forum/

Most of the posts tell about setting the cookies but it does not work for me.
The above is my settings but except admin no one else can login.

Your cookie domain should be blank, you're not using a domain. In both the database (mybb_settings) and the settings.php file, set delete the value for "cookiedomain".
