either edit the index template or whatever sidebox template you are using in your theme, or if a sidebox plugin, disable that box

The sidebar comes with the theme I downloaded.

For the one on top, disable the "Hello PluginLibrary" plugin. It's included with PluginLibrary by default so you can see if it's operational.

Sidebars are most common in the "index" set of templates. Locate the templates in your theme and remove it. For the header box, check the "header" templates and just remove the CSS from global.css, you're all set.
