I am wanting a new free theme but I'm not sure what one to choose for my forum 'footballwrestlingforums.com'
What would you advise me to use?
Less caps in the title for one...

Yes, if you can't create your own and want a nice base to work from, use the Apart themes.
Another excellent base theme is ThemeFreaks Minimal - I used a mashup of Apart and Minimal to make my theme

I would pay for a custom Football / Wrestling Theme w/ Logo but who does excellent theme's with low price?

You can always make a thread about that. Make a list of features you want etc, and you will get price's from people who makes theme for $.
