i would like to see a system where users can set a support pin that they must reconize

lets say there account got hacked and they arent able to reset password, they can create a new account and a administrator will ask for support pin to make sure its the real owner of the account. then the administrator can manually reset the password

so pretty much this is just a type of security feature im recommending

While I understand the concept behind it I don't think it should be default.

well no but i would like to see it a feature to be turned on/off at owners/administrators will.

This could be said about any and every feature. But, if most forums have to turn off half the core features that means the core is bloated which I think everyone would like to avoid.
