I am looking to make the entire table row of my forum turn to a different background color if there are new posts.

I'd also like to get rid of the ''New Posts'' Images I have an just replace it with some text saying there is a new post or not.

What would be a good way of going about this?

The Second one is good to do.
You cant statically make entire forum change its color when there are new posts.It needs AJAX implemention.

Instead 2nd one is easy and can be implemented fast.
