Hey, so sorry if this is in the wrong section.

I was wondering if there was a plugin/modification to place an HTML box under the announcements in portal.php, I have tried looking but have found it fairly difficult to find an answer. If this requires code, I have the means to edit the code but lack the knowledge and skill to code it myself.
