I was editing my global.css and when I clicked save I got 403 permission denied so I contacted my host to whitelist mod_security 4 hours ago they told me the have done it but I keep getting the error.

Edit it via Notepad++ , you can connect directly to your server via that edit the file hit CTRL + S and it automatically saves and uploads.
