As the title says, how would I go about to change the colour of the thread rating stars and the overall star image?

I'd just change the image, I think that's pretty much the only way. I sketched this up real fast, it's not the best, but you get the picture. Use a gradient overlay, NOT a fill tool or paint brush.

If I were to use this, were do I upload this star too?

/images/star.gif is the file you want.

That is not the thread rating star.
The thread rating star image looks like this for its different states:


And can be linked from "star_ratings.css".
