Is it possible to have a "older posts" button on the portal page to show further back than the selected value of news posts. I use my portal as my homepage and often post 3-4 articles a day that appear on the portal page. Is this something that can be done without a plugin?
I think the possibility without a plugin is minimum.
You have to use a plugin as of now, i think this has to be included in core.
I suggest you to check this proportal plugin , which has the required feature which may help you.

This link no longer connects to pro_portal, and even if it did I'm not sure pro_portal works with 1.6, and even if it did, support is non-existent.
Berlo, try paginating the portal, that might help.
