I need to change
header_welcomeblock_member and header_welcomeblock_guest

for SIDEBAR, how to make it?

I can't understand what your question is exactly but if you want the welcomeblocks to appear in the sidebar you can just insert this variable into your sidebar -

{$welcomeblock}

I also want this and tried to add {$welcomeblock} at side bar...but I want something like this.

After adding $welcomeblock to sidebar, goto header_welcomeblock_guest template and remove the quick login and add the code for the login form from member_login template

Same way edit header_welcomeblock_member template to arrange the menu links one below one
