Well, usually, you go to your admin cp and click deactivate / uninstall first, before removing the plugin files.
Did you deactivate/uninstall the plugins before you deleted the files? If you didn't, just try restoring the deleted files and uninstalling the plugin through the ACP. Otherwise, if you did uninstall them and the changes are still there, you'll need to remove whatever changes the plugin has made to the templates.

If you've not installed any other templates that may have made changes to the user CP, you could just go through the modified templates in the 'User Control Panel' template set (they'll be shown in green) and revert all of the changes back to default by clicking on the options button.

Which plugin did you use for the profile tabs?

Then you just answered your own question. Most plugins that make changes to the templates require uninstalling/deactivating in order for the changes to be removed.

If you just remove the files from /inc/plugins, the template changes will still be there. As a rule of thumb, always uninstall plugins before deleting them.
Does have anyway to delete the " Profile Tabs " ., on UserCP., Because i try with
making the UserCP " Reffert to Original " ., but don't work !?

I try in the Templates style but still work ?
Can fixed them with BackUp ?

Probably because you reverted the wrong template. Did you look through all of the user control panel templates for any with a green title? Try reverting 'usercp_nav_profile'.
