How is an image board not a forum? Sounds really pedantic. Topics are divided by categories. Individual discussions are separated into threads.
As for SomethingAwful - the level of discussion there is high enough that they can charge $10 a registration. And stuff like avatars is extra, too. I actually have an account there. It was worth it. And yes, it does keep idiots out (mostly).
