Might want to try and wrap those buttons in a div with a name and then add the class to the global.css file.

After a lot of changes the easiest way is to go back to tables.. yes we all love divs but for some things they are horrible things to use..

Don't know exactly why that would happen but you should simply wrap it up in an additional table all the information. It really shouldn't prove to be to difficult.
Change the first <td> of the column to always be the full 100% height so the table you create below it also is 100% and then the only thing you have to do is wrap all the individual elements in:
<tr><td> ...... </td></tr>
With the last element having:
<tr><td valign="bottom"> ... </td></tr>
