index.html is just to stop anyone accessing your inc directory. Put a blank index.html file in there. Hello.php is just the default mybb plugin example, just ignore that.

ok, i'm not good with knowing exactly where to put things, so where exactly would I put the blank index.html file in, in cPanel, in the language files, etc.

You create a new file.
ok so I deleted the Hello plugin and it still show inc/plugins/hello.php in File Verification: Found Problems
