Sorry if the title is unclear, but basically I'm wondering if there is a plugin which adds a "start a new discussion" or "start a new thread" button in the header of all pages? And then when you click it, you can somehow choose which forum to start a thread in. I've seen such a plugin for IPB, and have a vague memory of seeing one for MyBB, but I had a search with no luck.
How difficult would this be to make?

then, add link to go to yourdomain.com/new.php to your header or any area you want on your template

I do understand" yourdomain.com/new.php" should be replaced by path to my new.php file in root folder...
As of now, the plugin is showing as Actvated in my Admin CP but nothing shows up anywhere else !
