do i need to pay for a hosting plan with webhostinghub in order to get to create my forum? on createmybb3 i was able to login and create a forum from there via the admin panel, is this possible on mybb?
You need hosting space in order to make a mybb forum. Or you can use free hosting (not so recommended). Also of course mybb have admin panel where you can do many things. Read more here:

how do i access this panel my friend? it's not providing me a link and there is only user cp.
You need to have hosting first before you can access the AdminCP. After you install MyBB on to your new hosting plan, you can navigate to yoursite.com/admin/ to access the AdminCP.

oh ok thank you for your help. Lastly are we allowed to monetize our forums with google/chitika ads, cpi ads, commision based ads etc?

You're allowed to use your forum however you like, it's 100% yours.
